   An act relating to the Los Angeles Unified School District, and
making an appropriation therefor.

   SB 1380, Escutia.  Los Angeles Unified School District.
   Existing law prescribes the procedures to be followed for the
reorganization of a school district.
   This bill would require the Superintendent of Public Instruction
to enter into a contract with an independent contractor for the
purpose of conducting a study to determine the feasibility of
reorganizing the Los Angeles Unified School District, as specified,
and would require the superintendent to provide his or her findings
to the Legislature on or before January 1, 2002.
   The bill would appropriate $100,000 from the General Fund to the
Superintendent of Public Instruction for that purpose.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  (a) The Superintendent of Public Instruction shall
enter into a contract with an independent contractor for the purpose
of conducting a study to determine the feasibility of reorganizing
the Los Angeles Unified School District by removing from that
district the schools in the southeast area of the district, including
those schools located in Bell, Southgate, Cudahy, Maywood,
Huntington Park, Vernon, and the unincorporated areas of
Florence/Graham and Walnut Park.  This study shall assess the
potential benefits and disadvantages that would result from such a
reorganization of the district.  The superintendent shall provide his
or her findings to the Legislature on or before January 1, 2002.
   (b) The sum of one hundred thousand dollars ($100,000) is hereby
appropriated from the General Fund to the Superintendent of Public
Instruction for the purposes of this section.
